Allegheny Science & Technology (AST) is seeking a dedicated and knowledgeable Human Resource Specialist to join our team and provide essential support to the U.

Department of Energy Idaho Operations Office (DOE-ID).
As a Human Resource Specialist, you will play a crucial role in delivering comprehensive HR services to DOE-ID and DOE-NE employees ensuring their retirement and benefits needs are met with precision and expertise.
Your responsibilities will encompass a wide spectrum from offering retirement and benefits counseling to resolving complex issues related to federal insurance regulations and enrollment eligibility to performing a variety of administrative support services.

Responsibilities:
Provide a full range of Human Resource Specialist support to DOE-ID and DOE-NE employees and others as needed.
Provide retirement and benefits counseling to all employees; provide advice and guidance in the areas of Federal Employees Retirement System (FERS), Civil Service Retirement System (CSRS), Discontinued Service Retirement (DSR), disability retirement, Federal Erroneous Retirement Coverage Correction Act (FERCCA), Re-employed Annuitants, and death benefits.
Work with employees on military Post 56 payments and the effect on their retirement vs.
social security.
Provide counseling to employees on all aspects of the Thrift Saving Plan (TSP) and determine employees' eligibility in correcting all errors to TSP, including retroactive payments.
Administer the Federal Employees' Group Life insurance (FEGLI), and Federal Employees Health Benefits (FEHB) programs.
Serve as the expert in resolving difficult issues which require a comprehensive knowledge of Federal insurance laws, regulation, and procedures, including Comptroller General decisions pertaining to retroactive payments, and determining enrollment eligibility for initial coverage outside the normal enrollment periods.
Present interpretation of issues involving Spouse Equity Act, FEHB Temporary Continuation of Coverage program, and common law marriages.
Work with employees and payroll regarding the military Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) program regarding FEHB and TSP.
Research and interpret guidelines, policies, procedures, regulations, and directives from the Office of Personnel Management (OPM) to provide counseling, guidance and program information to ensure all levels of management, including senior managers, and employees are provided current up to date information.
Conduct seminars on all aspects of reduction in force (RIF), severance pay, early out authority, and resignation.
Prepare presentations for the Chief Human Resources Officer to present to the Executive Leadership regarding benefits issues.
Work closely with management and Senior Executive Officers regarding guidance in RIF and grievance procedures to ensure all applicable regulations have been adhered to in processing application for Discontinued Service Retirements (DSR).
Work in the areas of Federal Employees Compensation Act (FECA), Office of Workers' Compensation Program (OWCP) and Unemployment Programs.
Advise management and employees concerning entitlements for the programs and assist employees' preparation of injury documentations, check all forms for completeness and accuracy, and forward all appropriate decimation and medical information to the Department of Labor (DOL).
Advise managers and employees on continuation of pay.
REQUIRED
Experience:
High School Diploma.
5-10 years' knowledge and experience providing guidance and consultation to agencies, employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation.
5-10 years knowledge of and experience applying Title V statute, policies, regulations and guidance regarding the federal retirement programs, including the Thrift Savings Plan; 5-10 years knowledge of and experience processing benefits and retirement-related paperwork, including, but not limited to, retirement applications, annuity estimates, service credit, and death cases; 5-10 years knowledge of and experience advising on Federal benefits programs to include the Federal Employees Health Benefit Program (FEHB), the Federal Employees Group Life Insurance Program (FEGLI), the Federal Employees Dental and Vision Insurance Program (FEDVIP), the Flexible Spending Program, and the federal long-term care program.
Ability to interpret and explain to employees the relationship of the Federal retirement and insurance programs to other retirement and insurance programs.
DESIRED
Experience:
Experience with Social Security benefits, military provisions, and worker's compensation.
Experience working in a DOE environment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
