Non-Exempt Job Summary The Human Resources Specialist/Payroll is a direct report of the Human Resources management team.
This position coordinates and performs a variety of detailed fiscal payroll transactions including, but not limited to, accurate recording, processing, and issuance of employee salaries, wages, and fringe benefits.
Incumbent will also provide human resource services in one or more of the following areas:
recruitment, employee and labor relations, and employee records.
Typical Job Functions Serve as a primary backup for payroll Perform all realms of payroll by assisting the Senior Payroll & Benefits Coordinator Prepare and process semi-monthly payroll, and related reports and reconciliations including all retirement accounts (PERSI, ORP) and benefits (as needed) Recommend and coordinate payroll work procedures and processes Participate in all aspects of CEI Human Resources Services, including, personnel transactions, development or maintenance of CEI personnel-related policies and procedures, personnel record-keeping and maintenance, Workers Compensation administration in coordination with the State Insurance Fund, benefits administration in coordination with the current Insurance provider, consistent application of personnel policies and procedures, employee evaluation, application of the grievance process, contract development, hiring and onboarding processes and procedures, advice and counsel for performance management and discipline classification and compensation, communication of HR-related information to CEI staff and faculty Assist employees with online training platforms Recruit, interview, and facilitate the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings Participate and/or assist with events including, benefits fair, campus open house, recruitment fairs via in-person or virtual Take initiative to research and present new ideas to the human resources team Perform other job-related duties as assigned Minimum Qualifications One year of full-time experience of processing payroll Knowledge of payroll rules and regulations Experience interpreting and applying laws, regulations, and policies Experience counseling employees on human resource matters Proficiency using Microsoft applications, including Excel, Word, Outlook, database software, internet, and on-line reporting Customer service experience dealing with both internal and external stakeholders Excellent communication skills both orally and in writing to individual and group settings Demonstrated ability to maintain accuracy and confidentiality Knowledge of human resources administration Knowledge of equal employment opportunity/affirmative action concepts and legal requirements Ability to work independently Incumbent must reside in the State of Idaho Additional Desired Qualifications Associate degree in accounting or business Experience working in a post-secondary education environment with an in-depth understanding of the various employment classifications Experience working with faculty contracts/agreements Society for Human Resource Management (SHRM) certification Bilingual (Spanish) Physical Demands and Work Environment:
Sitting, standing, walking, keyboarding, reaching overhead, pushing, pulling, lifting, carrying, gross manipulations (involves hands), and standing or sitting (combination).
Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes.
Onsight work is essential and regular predictable attendance is required.
Background Investigations:
Employment at College of Eastern Idaho will be contingent upon the successful completion of a criminal background investigation and may require a credit and/or motor vehicle background investigation depending on the position.
