Job DescriptionPOSITION PURPOSE:
Site Safety and Health Officer with specialized knowledge in a safety specialty (e.
g.
, Personal Protective Equipment, lockout/tagout, fall protection,) or engineering (e.
g.
, civil, process safety, mechanical) or related disciplines.
Knowledge of safety management, monitoring programs, principles, and methodologies.
Knowledge of safety and health laws and regulations and applicable agencies, permitting processes and responsibilities.
Knowledge of engineering, construction, and subcontract work processes.
Experience in safety compliance inspection/assessment during construction.
Plans and coordinates work requiring independent judgment and experience in the application of standard, specialized safety techniques and formulation of safety procedures and/or plans to reduce potential identified safety hazards.
Provides specialized safety input to engineering, construction, and subcontracts, thus ensuring that safety requirements are properly integrated into project planning, design criteria, construction plans and specifications and subcontracts.
Performs safety oversight of direct-hire and subcontractor work crews actively engaged in construction activities.
ESSENTIAL DUTIES AND
Responsibilities:
Manages the health and safety program, industrial hygiene, and occupational safety for construction contracts.
Oversees direct-hire and subcontractor work forces on daily basis.
Develops, reviews, and enforces Health and Safety Plans, Activity Hazards Analyses and other safety policies and procedures.
Establishes and maintains contact with NW's Corporate Health and Safety Director, subcontractor health and safety representatives, managers and supervisors as required to fulfill health and safety commitments on assigned projects.
Advises and supports NW Program and Project Managers relative to occupational health/safety and industrial hygiene issues.
Anticipates and provides direction to project personnel on potential industrial hygiene and occupational safety problem areas and evaluates, recommends, and implements solutions or corrective actions.
Analyzes work environments and design programs to control, eliminate, and prevent incident or injury.
Conduct inspections and inform an organization's management of areas not in compliance with State and Federal laws or employer policies.
Provides training to direct-hire and subcontractor personnel in construction safety topics.
Prepare and calibrate industrial hygiene sampling equipment as needed.
Help investigate accidents and study its causes and recommending remedial action.
Frequently communicate with management about the status of health and safety programs.
Write reports, including accident reports, and enter information on Occupational Safety and Health Administration recordkeeping forms.
Assist in the development and management of occupational health and safety systems.
MINIMUM
Qualifications:

Experience:

S.
in a science, engineering, health, and safety (5 years of experience accepted in lieu of a degree) 5
years with H&S field experience.
Completion of the OSHA 30-hour construction or general industry safety course Training or experience related to excavation safety, trench safety, electrical and mechanical utilities construction / installation, and/or construction safety.
Basic understanding of industrial hygiene sampling, including familiarity with one or more NIOSH/EPA/OSHA sampling methods and chain-of-custody requirements.
Skills and Abilities:
Must have the ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision, and prioritize workload.
Excellent interpersonal skills; work effectively and cooperatively with all levels of management and staff, and client as well as outside business associates.
Ability to utilize multiple word-processing and database applications including MS Office applications Word, Excel, Access, as well as Adobe Acrobat, etc.
Works with the Superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort.
Identifies field-construction and work-sequence considerations when finalizing bid package purchases.
Enforces all regulatory, base and company specific safety rules.
Performs job site inspections for both quality and safety.
High degree of sensitivity and ability to maintain confidential client and employee information.
Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project) Ability to work in a team environment and fit in with company culture and processes.
Effective professional oral and written communication skills Must possess a strong work ethic and values that are above-reproach.
Strong organizational, interpersonal skills.
Special Requirements:
Must be able to pass pre-employment background screen.

Ability to obtain L clearance Applicants are required to have REAL ID ACT compliant documentation at time of hire and nothing on record that would prohibit you from gaining access to military installations.
PREFERRED
Qualifications:
Crane and Rigging Experience preferred.
A working knowledge of EM 385-1-1.
OSHA certified with certifications such as CSP, ASP, OHST, and CHST considered a strong asset.
PHYSICAL DEMANDS:
This position requires a combination of sedentary work and physical workload.
While performing sedentary duties of this job, the employee will be sitting for short periods of time and using hands or fingers for the purpose of typing while conducting work.
While performing physical workloads, the employee will be exerting up to a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Close visual acuity to perform activities such as viewing a computer terminal and extensive reading; specific physical requirements include, but are not limited to, sitting, walking, talking, hearing and performing repetitive motions.
WORKING ENVIRONMENT:
Work environment consists of being indoor and outdoor.
It includes travel to project sites and satellite offices supporting projects within multiple contracts.
In the event of being outdoors, may be exposed to extreme weather conditions.
