This position carries the responsibility to advise and/or assist the Mayor of the City of Idaho Falls with a wide variety of policies, issues, special projects, programs, and administrative matters.
The work is distinguished by its responsibility to perform high-level professional analysis on a wide variety of projects and assignments that impact city-wide operations.
The Chief of Staff helps to plan, organize, and manage the day-to-day operations and activities of the Mayor's office staff; provides strategic advice and guidance on city-wide initiatives and professional assistance and support to the Mayor on complex, sensitive and confidential topics; researches, analyzes and provides recommendations regarding a wide range of policy areas; and performs related duties as required or assigned.

City of Idaho Falls Essential Functions City Processes Provides leadership and collaboration with other city departments, individually and through facilitating city-wide department teams, to build management capacity in the organization.
Interacts with Department Directors to organize and coordinate the efforts of teams and/or assigned departments to accomplish special projects, assignments and initiatives; assist in handling complex problems regarding City services and performance.
Develops, reviews and interprets policies affecting the City; conducts assigned research and procedural, organizational and administrative studies and prepares reports on proposed or recommended solutions or courses of action for the City.
Assists in development, review, implementation, and application of city-wide grants program.
Coordinates project and program activities and services between various departments, public and private agencies, organizations, and individuals; responds to public and internal inquiries/complaints and provides program information or resolves issues.
Mayor's Office Develops and manages the budget for the Mayor's office and City Council.
Directs, plans, organizes, controls, and evaluates the work of the Mayor's office staff; manages employee evaluations and performance reviews.
Develops, implements and monitors office work plans to achieve mission, goals and performance measures; plans to achieve City and office goals.
Coordinates and manage the city's strategic planning and priority-setting processes to assist the Mayor and City Council in development of City goals and vision to link the comprehensive plan and the City's other significant plans with the City's core processes.
Oversees the development of the City's annual report including input from the various department-level reports; Keeps the Mayor informed of all important developments which may affect the administration of the City and which are necessary for the effective performance of their duties and responsibilities.
Brief Mayor on significant, highly confidential issues; prepare various reports and oral presentations and recommend appropriate solutions to City problems through policy development.
Assists in planning and coordinating the Mayor's activities as may be needed.
Council Attends all official Council meetings with the right to take part in discussions as requested or assigned by the Mayor.
Ensure that Councilmember administrative concerns are addressed in a timely manner as needs arise.
Public Oversees City boards, committees and commissions including management of vacancies, appointments, and Council consent; design and implement citizen participation programs to determine needs and review effectiveness of existing services.
Manages proclamations; responds to inquiries from the public and other citizen requests; receive, resolve, or refer citizen complaints; composes correspondence and verbally communicates on a variety of issues that require considerable discretion, judgment, and tact; mediates disputes and participates in problem solving as necessary.
Represents the Mayor on various boards, committees, and at community meetings, and civic events as needed.
Attends City-sponsored functions and interact with elected officials, executives, and other local, State, and national dignitaries on behalf of the Mayor's Office as may be needed.
Media and Communications Represents and acts as liaison to media on behalf of the Mayor; provides briefings and interviews to the media regarding the Mayor's positions, views and policies on various issues and topics; Makes public appearances on behalf of the Mayor as may be needed.
May act as Mayor's public relations advisor.
Oversees development of materials for use in public and media relations, such as speeches, talking points and letters; researches and writes briefing papers.
Takes the lead on preparing the annual State of the City program.
Develops and maintain effective methods of communication within City government and with the people who live and work in the City.
Other Plans, coordinates, manages and/or supports both Mayor's office and city-wide sponsored events and special projects as needed.
Performs other duties as assigned.
Minimum Qualifications Education and
Experience:
Graduation from college with a Bachelor's Degree in public administration, public relations, communications, political science, public administration or related field; AND Seven (7) years of progressively responsible experience working within an elected official's office, administrative, management, government relations or related positions; OR An equivalent combination of education and experience Knowledge, Skills and Abilities:
Ability to manage conflicting priorities under a wide variety of duties and responsibilities with speed and accuracy under the pressure of time-sensitive deadlines.
Ability to plan and direct the operations and activities of the Mayor's office, including the application of sound, expert knowledge, research analysis of city-wide issues.
Ability to define complex City issues, perform difficult and complex analyses and research, evaluate alternatives and develop sound conclusions and recommendations.
Ability to understand, interpret, explain and apply City, state and federal policy, laws and regulations applicable to areas of responsibility.
Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
Ability to present proposals and recommendations clearly, logically and persuasively in public meetings.
Ability to represent the City and Mayor's Office effectively on a variety of issues.
Ability to prepare clear, concise and comprehensive correspondence, reports, studies and other written material.
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language and deal with a wide range of persons.
Ability to maintain sensitive and confidential information.
Ability to exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues and situations with broad effects on City policies and issues.
Awareness that correspondence with constituents, staff, and Councilmembers is a public record and subject to public scrutiny.
Ability to work a schedule that could be outside of normal workday hours, which includes nights and weekends, to attend public meetings, city council meetings, and work sessions.
Ability to establish and maintain highly effective working relationships with elected officials, all levels of City management, other governmental officials, business and community leaders, community agencies, employees, the public and other encountered in the course of the work.
Integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Substantial knowledge of City government organization, ordinances, rules, policies, and procedures relating to the administration of an elected official's office.
Substantial knowledge of advanced administrative principles and methods, including goal setting, program development and implementation.
Understanding of legislative methods, techniques and procedures of the City Council and other political subdivisions.
Substantial knowledge of federal, state and local laws regulations applicable to areas of assigned responsibility.
Including a working understanding of state purchasing laws.
Substantial knowledge of principles and practices of public administration, including budgeting, contracting, reporting and maintenance of public records.
Substantial knowledge in research methods and analysis techniques.
Substantial knowledge in principles and practices of effective business communications and correct English usage.
Substantial knowledge in constituent service standards, policies, procedures and etiquette.
Substantial knowledge in principles and practices of effective management supervision.
Special
Qualifications:
Must possess a valid State of Idaho driver's license.
Work Environment Requires sitting at a desk or computer while maintaining concentrated attention to detail.
Work is typically indoors with few or no occupational hazards.
May also include exposure to high-stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.
May include driving to various City sites, meetings, and events.
Requires stamina sufficient to withstand long working hours.
Tasks require a variety of physical activities, generally involve moderate muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting.
Must be able to lift 25 lbs.
Regular talking, hearing and seeing required in the normal course of performing the job.
Common eye, hand and finger dexterity required to perform some essential functions.
Mental application utilizes memory for details, listening, patience, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
Frequent extensive travel by foot, vehicle, or air may be required in normal course of job performance.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
