This team works a hybrid 9x80 schedule located out of our Idaho Falls office facilities, with every other Friday off! You will lead a team of >10 direct reports (HRBPs and HR Generalists).
Responsibilities Include:
Serve as the manager for the Human Resources Business Partners organization.
In this role, the manager is responsible for providing leadership, management, direction, and development to the HR&D Business Partners and in providing human resources strategy services to the customer organizations.
Responsible for leading the HRBP role as a strategic partner with assigned organizations.
This entails:
developing the next generation of leaders; refocusing organizational structure on strategic objectives; understanding how HRBPs can support the business; understanding the talent needs of the business, adjusting HR strategies to respond to changing business needs; prioritizing across HR needs; identifying talent issues before they impact the business; identifying new business strategies; identifying critical HR metrics; creating a vision for talent strategy in the business unit; and assessing the HR implications of strategic optionsResponsible to contribute to developing and implementing critical initiatives and processes that enable INL to engage, develop, and reward employees to meet key strategic objectives.
These strategic services include employee development, organizational planning, management coaching, ADA, WFR actions, organizational changes, directed reassignments, and talent strategies that impact laboratory landmarks, etc.
Responsible for managing the entire Staff Management Process and guiding all Personnel Actions Advisory Group (PAAG) meetings to ensure all employee decisions are made following INL policies and Federal/local laws.
Responsible for providing efficient and effective development and coordination of services both internally and externally with customers to assure human resources best practices across the laboratory either through self-initiated projects or in support of projects initiated by core HR areas (compensation, benefits, inclusion and diversity, learning and organizational development, and labor relations).
In partnership with the HR Director, responsible for planning and execution of Workforce Restructuring (WFR) actions.
This includes developing Workforce Restructuring plans, coordination with DOE for approvals and implementation dates, developing related communication plans, develop and conduct management training, identifying and training WFR support team (intervener, transportation, benefits, etc.
).
Conduct, review, present and resolve disparate impact analysis.
The WFR plan will address both lab-wide actions, and Other Productive Work actions.
Participate and provide input and staff support in the strategic planning, formulation and execution of HR plans (both DOE deliverables and internal management documents) including the Staffing Plan, the Human Capital Management Plan, HR Self Assessments, Comp and Personnel Risk Packages, S&T Packages, Inclusion and Diversity, and others as assigned.
This includes preparing data, conducting analysis and presenting to senior management as needed.
Will serve as a member of the HR leadership management team responsible for developing HR strategies and initiatives and integrating those HR initiatives with the lab-wide activities, initiatives and goals.
In partnership with the HR Director this includes PEMP deliverables and reporting for the HR Directorate.
In this role may participate in senior level executive searches in support of the Talent Acquisition Manager and the Laboratory s mission.
Accountable for following Laboratory policies, rules, standards, and procedures, and ensuring direct reports are fully appraised of lab-wide policies, rules, standards and procedures.
In partnership with the HR Director, accountable for Laboratory compliance with 41 10 CFR Part 29, Affirmative Action, EEO and all other relevant discrimination laws, regulations and orders, including, but not limited to, ADAA, VEVVRA and Title VII.
In collaboration with the TA Manager, accountable for ensuring HRBP and Talent Acquisition Partners are managing and delivering effective, strategic, timely, and top-quality human resources services for providing input to the customer organization s business plans and staffing objectives relevant to the growth of the organization s capabilities and new programs.
Accountable to the core areas of human resources (i.
e.
benefits, compensation, HRIS) for providing the strategy and means for implementation of HR initiatives developed by the core areas (i.
e.
performance reviews, merit planning) and for ensuring top-quality service in the implementation of those initiatives.
QualificationsBachelor's Degree in Business, Human Resources or Related field plus 12 years relevant experience OR Master's Degree in Business, Human Resources or Related field plus 8 years relevant experience.
Must have excellent verbal and written communication skills.
Must have knowledge and experience with federal and state laws regarding employment practices.
Must have the ability to maintain confidentiality of sensitive information.
This position requires the ability to obtain and maintain a Department of Energy L clearance, which requires US Citizenship.
