Provide oversight and management of Nuclear Safety Operations.
Provide management and oversight of regulation and inspection of lNL Nuclear Facilities (ATR, ATR-C, MFC, and associated facilities) as stated in CTR-348 as well as safe operations in non-nuclear facilities.
This includes implementation of oversight in the areas of operational safety at all facilities, evaluating nuclear safety analyses, reviewing, and recommending for approval nuclear safety authorization bases changes.
Evaluate staff recommendations associated with nuclear safety authorization basis changes or engineering changes to improve safety in non-nuclear facilities.
Manage performance and development of diverse technical staff dispersed throughout all INL locations (communicate, reward and discipline, provide leadership opportunities, maintain current ITPs & EPDs, professional development, and succession plans).
Select, develop, and retain a highly qualified team.
Set organizational and individual goals and assess performance thereof.
Resolve personnel concerns and handle personnel disciplinary actions.
Evaluate staff review of operating events.
Ensure that staff review operating event timelines and causal evaluations developed by the line organizations responsible for the safe conduct of nuclear operations to verify that the actual causes of operating events are identified and that actions to prevent recurrence are appropriate to the causes and timely implemented.
The position also leads support for preparation of safety standards at the INL.
Lead program and staff to ensure inspection efforts also include sampling of facility hazard categorizations for conformance to applicable Department of Energy (DOE) regulations and inspections of the adequacy of line organization documentation that supports nuclear safety operations at the INL.
Review trending and analysis of human performance and equipment failure events.
Develop metrics to assess nuclear safety performance, inspection procedures for the conduct of safety inspections and assessments, and support for preparation of nuclear safety standards.
Maintain awareness of INPO SERs and NRC regulatory generic communications.
Develop a functional foundation for all ONA activities.
QualificationsMinimum Requirements:
Bachelor s degree plus 12 years' related experience, or Advanced Degree and 8 years' related experience with a minimum 6 years' in nuclear facility operations experience or related support activities.
Demonstrated expertise in verbal and written communications.
This position requires the ability to obtain and maintain a Department of Energy L / Q clearance, which requires US Citizenship.
Preferred Knowledge, Skills,
Experience:
Proven track record of successful organizational management and relationship management.
Working level knowledge of DOE nuclear safety and criticality safety requirements, standards, and guides is preferred; however, demonstrated ability to master like requirements in the commercial nuclear industry or NRC may be substituted.
