Manager Application Development and Database Services

DescriptionPreferred Candidate IdentifiedIdaho National Laboratory is hiring a Manager Application Development and Database Services to work in our Information Technology (IT) department.
Our team works a 9x80 schedule located out of our Research and Education facility in Idaho Falls, Idaho with every other Friday off.
You will report to the Applications Delivery and Management Director and you will manage the Application Development and Database Services Department to ensure initiatives and priorities are organizationally integrated; authorized initiatives are completed, within budget; and decisions are based on clear vision, goals, and strategic criteria.
Responsibilities Include:
Manage complex software development, database and system administration activities associated with INL's software development systems and customized development (e.
g.
Microsoft.
Net, Java, Coldfusion and other enterprise platforms and ensure that deliverables follow Information Technology governance practices, investment and divestment decisions are aligned, and systems are captured and maintained on the INL technology sustainability roadmap.
Coordinate with software stakeholders across INL and IT to ensure:
software deliverables are validated, investment decisions are associated with appropriate divestments and status and lifecycle roadmaps for software and databases are well defined, understood, and supported.
Be the catalyst for implementing INL strategic initiatives, technical performance, and business process and system improvement; Ensure development of information, applications, database, and technology roadmaps and architectural integration across IT directorates.
Define strategy and future state for INL's business systems and custom development support.
Lead development of relevant work plans.
Promote strategy for knowledge sharing through the laboratory business processes including strengthening links between knowledge sharing and information systems, improving integration and facilitating seamless exchange of information across systems.
Develop annual work planning to establish tactical plans for executing INL's business systems and proposal and capture services.
Provide employee leadership and ensure appropriate staffing plan execution to improve the capability of the IT workforce; manage employee performance by providing ongoing meaningful feedback with complete candor and and hold employees accountable for results.
Develop a cohesive motivated department through execution of department goals to enhance growth.
Ensure employee's performance goals are documented and discussed to identify actions for improvement.
Participate succession planning.
Identify and remove barriers to employee's success.
Recognize and reward employees allowing employees to find satisfaction in their work.
Develop succession planning to ensure adequacy of staff support in providing services.
Coordinate activities of staff that are geographically dispersed between multiple facilities within the INL campus.
Develop efficient processes for management of staff, execution of projects, and operation of services to include appropriate configuration, change, and demand management practices.
Mentor staff in operations principles, models, processes, and compliance requirements.
Coordinate efforts between internal resources, staff augmentation resources, and managed services to match supply with demand in a dynamic fashion.
Engage with management throughout the laboratory in lab-wide projects.
Represent INL on DOE complex-wide initiatives (i.
e.
Enterprise Systems strategy, Digital Data Management, Open Access, and Integrated Contractor Procurement Teams).
QualificationsMinimum Requirements:
Baccalaureate and 10 years experience, or Advanced Degree & 8 years experience.
18 years of experience in lieu of education is acceptable.
Experience managing budgets and IT TeamsManage risks, prevent problems, and use measures that reflect the success of execution.
This position requires the ability to obtain and maintain a Department of Energy L clearance, which requires US Citizenship.
