The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seeking a senior Nuclear Operations Program Manager reporting to the MFC Reactors Division Director.

INL is recognized as the lead national laboratory for the United States Department of Energy, Office of Nuclear Energy, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment.
MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication, and post irradiation analysis.
MFC is plays a pivotal role in supporting the National Reactor Innovation Center, which provides resources for testing, demonstration, and performance assessment to accelerate the deployment of new, advanced nuclear technology concepts.
The Operations Program Manager will demonstrate breadth and depth of operational experience and provide input and support to the strategic vision via planning, implementation, and execution of task based actions with regard to research and operational activities of Nuclear Facility & Radiological facilities as well as all non-nuclear facilities across the balance of the complex to ensure a successful implementation and delivery of high quality and valuable research objectives focused on nuclear energy, science, and technology.
Initiate, build, and mentor multidisciplinary teams with shared objectives, accountability, and ownership for the MFC/INL mission.
As a senior technical expert, functions for this role include, but are not limited to:
Cross Cutting Operations Program Management:
Establishment of Conduct of Operations Standards and Performance Expectations (MCP-9600)Participate on the MFC Operational Safety BoardDOE Readiness Program Implementation Across MFC (and as requested outside of MFC)Safety Basis (SAR/TSR) Implementation Guidance and ParticipationCross-cutting communication:
Lessons Learned, Operations Bulletins, Extent of Condition assessment, MFC Ops Alerts, etcManagement of Senior Supervisory Watch (SSW) ProgramProvide Event and Issue Response:
Guidance and OversightProvide NFM and First Line Supervisor Mentoring and OversightPrimary Interface with MFC Emergency Preparedness Group, Fire Department and Security Organizations for cross-cutting MFC program implementationProvide team leader and team functions for contractor readiness assessments or operational readiness reviewsResponsible for cross-cutting division staff support to increase awareness of utilization, professional development opportunities, issues management and improvement agenda statusManage INL wide complex process improvements.
Provide leadership direction and cross-divisional coaching:
FAB, U&IS, Maintenance- Managers as neededDevelop and implement assessments as needed and provide recommendations on potential courses of action to achieve business resultsRepresent MFC on operational and maintenance issues of significance to DOE-ID and collaborate with other INL partners on activities that affect organizations across INLQualificationsMinimum Requirements:
Bachelor of Science 8-12
years experience, Master of Science 6-8+years experienceRelevant experience includes nuclear and commercial/industry operational experience.
Must have senior level experience in research or operational activitiesMust have detailed knowledge of Documented Safety Analyses (DSA), including Safety Analysis Review (SAR), Technical Specification Requirements (TSR), Unresolved Safety Questions (USQ), Potentially Inadequate in a Safety Analysis (PISA) etc.
This position requires the ability to obtain and maintain a Department of Energy Q clearance, which requires US CitizenshipJob Information:
