Develop and maintain an enterprise system strategic plan and application roadmaps to ensure that the portfolio of applications and associated information delivery services align to the business and mission needs and are scalable, reliable, available, and manageable.
Provide portfolio transparency with integration into M&O plans, project plans, and service level agreements.
Ensure IM investment priorities for enterprise applications are clarified and strategic alignment identified to provide relevant data to decision makers.
Define and establish directorate performance measurements, implementation processes, and execution:
Align operational planning to INL budgets, INL portfolio, and services:
Ensure services are aligned to budgets and are appropriately characterized across the IT Management System and communicated to Laboratory stakeholders.
Identify human capital needs, attract and retain talent and lead employees with mentoring, career development opportunities, and succession planning:
Secure a sustainable and capable workforce to support current and future INL needs.
Provide organizational vision to align employees to the IM vision and INL mission and hold employees accountable to laboratory commitments and the INL values.
Provides software solutions that optimize INL business, research and mission processes.
Ensure the appropriate protection of INL information through the implementation of applications and services that enable compliance with INL s cybersecurity and information security programs.
Develop and deliver a mobile application roadmap and solutions that align with laboratory direction and mission/business requirements.
Coordinate with peer organizations and across the IM/IT Management System, the development and implementation of IT governance for the purpose of achieving effective and efficient use of IT investments and divestments to enable achievement of laboratory goals.
QualificationsMinimum Requirements:
Bachelor s in Management or Information Technology or related degree and 15 years of relevant experience or Master s degree in Management or Information Technology or related degree and 10 years of relevant experienceMust have an extensive working knowledge and experience of enterprise application architecture and management, commercial benchmarking practices, and working knowledge and experience of current computing and information technologies.
Demonstrated competency in leadership and communication, effective writing, and delivering presentations to a variety of audiences.
Ability to defend and explain difficult issues with respect to key decisions and positions to staff and senior management.
Ability to manage budgets and communicate complex concepts orally; prepare written reports that are clear, concise, and meaningful.
Experience in the application of service, risk, and project management for IT.
Must be self-motivated and able to take the lead for timely resolution of issues.
Management experience leading a technological organization.
Experience in managing IT software portfolios and delivery/support of enterprise software applications.
This position requires the ability to obtain and maintain a Department of Energy L / Q clearance, which requires US Citizenship.
Preferred Knowledge, Skills,
Experience:
Experience with Software as a Service, implementation of cloud solutions and mobile technologies and applications.
Experience in implementing/migration to Software as a Service (SaaS).
Experience with robust quality assurance programs, ITIL, and CMMI.
Demonstrates and understanding of cyber security practices to ensure security of the INL software portfolio and informationJob InformationMR0400:
Salary Grade 240 ($139,488 - $237,144)Chosen applicants are required to show a demonstrated commitment to valuing diversity and contributing to an inclusive working environment.
