The core responsibilities for this position include the definition,development, oversight, and continuous improvement of the IECInformation Technology (IT) Governance program.
This position is alsoresponsible for the ICP IT Change Management Program.
The IT Governance,Change Management and Architecture Review Manager is responsible for:
- Establishing and maintaining a formal IT Governance program, including defining, implementing, and directing program requirements- Oversight and coordination of the IT Change Management Program- Ensuring the Governance program, in addition to Governance, includes Risk and Compliance elements.
- Oversight of IT documentation (EDMS policies/procedures, informal desktop SOPs, etc.
)- Coordination of IT-facilitated audits- Coordination of audits external to IT (including OIG, EM, DOE-ID, IEC Internal Audit, Jacobs Corporate, etc.
)- Coordination of DOE Data Calls- Development and maintenance of a formal IT Continuous Monitoring program, including a Lessons Learned element- IT metrics oversight- IT licensing and support agreement oversight, including BEA-provided IM services- IT point of contact for new work scope estimates and Request for Equitable Adjustment (REA) development- Information Technology organizational Subject Matter Expert (SME) duties- Chairs the Architecture Review Board- Oversight and coordination of the Architecture Review process.
Additionally, the Governance Manager will ensure compliance with the IECcontract, company policies and directives, and Federal, State,DOE, and industry requirements, and will interface with all levels ofcompany management to ensure the IT Governance program aligns withcompany goals and objectives.
Minimum Qualification Requirements (Education/Experience):
Bachelor's degree plus 7 years of relevant experience or equivalent.
In-depth knowledge and experience in Information Technology (IT) fields.
Demonstrated business management experience and problem solvingtechniques.
Required knowledge in IT-applicable regulations, nationalcodes/standards as well as DOE Orders/Directives, functions, andapplications.
Requires effective planning and organizational skills,with a strong emphasis on creating and maintaining programmaticelements.
Exhibit excellent communication skills at all levels ofmanagement to listen/seek for opportunities, provide excellent customerservice, and present ideas, programs, and processes in a logical andorganized manner.
Special Requirements/Training:
Will be responsible to obtain and maintain QL000SME - SUBJECT MATTEREXPERT QUAL.
