Selection(s) for this position will be made at the GS-5, GS-7, or GS-9 Level. Assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. Upon meeting all legal and regulatory requirements, and upon recommendation of the supervisor, an individual may be promoted to the target grade of GS-13 level without further competition.
The employee will serve as a General Engineer, performing developmental level duties related to specific portions or assigned phases of projects such as:
Advanced reactor design
Nucelar fuel development and testing
Nucelar material testing
Advanced modeling and simulation

At the lower levels, the selectee will perform developmental assignments under closer than normal supervision. Assignments become progressively more difficult until the next performance level is reached. Full performance of this position entails the following duties:
Serve as project/program manager for assigned individual nuclear and non-nuclear energy research and development (R&D;) projects.
Ensure that all fiduciary responsibilities are met including but not limited to cost, schedule and scope, environment, safety and health and quality performance.
Oversee detailed technical activities such as formal design reviews, technical reviews, and prioritizations of R&D; efforts.
Make recommendations on issues such as safety margins, technical feasibility, technical maturity of designs and concepts, and the balancing of R&D; portfolios.
Keep up to date on research trends and technologies related to assigned areas and serve as a point of contact and technical expert for the assigned technical topics.
Oversee contractor personnel and activities in the development of planning documents for each assigned project or program.
Ensure that Environmental, Safety, Health and Quality (ESH&Q;) policies and objectives are carried out within assigned projects and programs.
EDUCATION:

(A) Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET)
OR
(B) degree in professional engineering which includes coursework differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
OR
(C) A combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering which is evidenced by either (a) current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico or (b) have successfully passed the Engineer-in-Training (EIT) examination.
GS-05: Applicants who meet the basic requirements described aove are fully qualified for GS-5.
GS-07: Applicants must meet the basic requirements described above AND have at least one year of specialized experience (as defined below), equivalent to the GS-5 level in the Federal service; or one year of graduate level education or meet the requirements under the superior academic achievement provision; or a combination of the required experience and education for this grade level.
GS-09: Applicants must mee the basic requirements described above AND have at least one year of specialized experience as defined below, equivalent to the GS-7 level in the Federal service; or a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or a combination of the required experience and education for this grade level.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience for this position is defined as:
GS-5: Education may be substituted for specialized experience.
GS-7: Experience (1) applying engineering principles and practices; (2) experience communicating orally and writing technical reports or memoranda; and (3) experience analyzing facts, conditions and data to draw conclusions and make recommendations.
GS-9: Experience (1) applying engineering concepts, principles, and methods applicable to varied and complex problems, projects, or studies; (2) applying program and/or project management guidelines, policies and procedures; and (3) presenting research, findings and recommendations orally and in writing.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
