Deputy Manager, Idaho Cleanup Project

The Deputy Manager, Idaho Cleanup Project is a key member of the ICP Senior Leadership Team, and executes the ICP mission in close coordination with the Office of Nuclear Energy (NE-ID), the lead program secretarial officer at the Idaho Site. Duties include, but are not limited to:
Serving as the alter ego and first assistant for the ICP Manager, assisting in a line capacity in directing organizational activities and framing strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Providing technical and administrative supervision over subordinate organizations headed by GS-15 or equivalent members. Providing leadership to promote the efficient management of ICP resources and assets. Assures the effective management of ICP programs, activities and resources by developing, implementing, and monitoring DOE-wide policies and systems for the full range of ICP programs. Working collaboratively with the NE-ID Manager to ensure that nuclear energy and cleanup mission work is optimized with minimal disruption or impact. Working proactively with the NE-ID Manager to resolve potential conflicts amongst site contractors and elevating issues to the NE program for resolution when needed. Responsible for coordination with the NE-ID Manager on matters of transition of facilities and materials between EM and the INL. Working with the NE-ID Manager to ensure that DOE activities at the Idaho site are communicated cohesively to the local community, the regulators, the Tribes, and other stakeholders. Developing policy recommendations and long-term compliance requirements to ensure the ICP mission is implemented and executed in a manner that is environmentally sound and safe and in compliance with environment, safety and health directives. Providing executive level expertise, direction and guidance for the overall management of the EM ICP mission. Directing ICP activities including development and configuration of work breakdown structures and resource loaded schedules, system integration and management of support contracts; integrated monthly reporting; action item tracking, and issuance of programmatic budget guidance. Directing the implementation of applicable Departmental policy; directing planning; evaluating plans for project management, developing criteria and setting priorities for all ICP planning, budget control, financial, and forecasting methodologies as agreed with DOE-EM; assuring effective interface and integration of all assigned responsibilities; and promoting and assuring stakeholder involvement in the decision-making process in conjunction and coordination with DOE-EM. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

In addition to experience in the nuclear, chemical and/or petroleum industries, applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
MTQ 1:
Executive ability to successfully manage and/or oversee large and complex commercial and/or government facilities that handle chemical, petroleum, hazardous and/or radioactive materials and ensure performance and operations expectations are met. MTQ 2:
Knowledge and experience in leading comprehensive planning, budgeting and contracting efforts (strategic, operational and tactical) that enhances the ability to meet the organization's mission and vision and continuously instill improvements in efficiency and cost effectiveness. MTQ 3:
Ability to work effectively with a diverse group of stakeholders (general public; public interest groups; local, state and national bodies; political delegations and staff; etc.) to achieve mutually acceptable solutions to complex and contentious issues. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
