As an Attorney-Adviser (Chief Counsel), you will:
Serve as the Chief Counsel and Supervisor for OCC, supervising a staff of professional attorneys and administrative staff Serve as the senior legal advisor to the Manager DOE-ID and his/her staff. Maintain effective executive interfaces with contractor, regulatory, departmental and other executive agencies, and other key organizations Represent the Manager, General Counsel, and the Department in negotiations/interactions Serve as the senior DOE-ID legal advisor on nuclear policy and regulation, environmental, safety, and health issues Participate in preparation, negotiations, selection, award, execution, and modification of contracts, grants, cooperative agreements, interagency agreements, and compliance agreements Provide legal interpretations for a wide variety of complex, contractual instruments Serve as legal advisor to Source Evaluation Boards and DOE-ID selection panels Represent the Department in litigation and administrative proceedings Ensure contractor litigation is conducted in the best interest of the Agency and is consistent with Government and Departmental policies and precedent Review proposed Federal and state legislation and regulations which may have an impact on the programs, projects, and functions of DOE-ID Assist in developing Department regulations in areas in which DOE-ID has a programmatic or functional interest BASIC REQUIREMENTS:

Successful completion of a full course of study in school of law accredited by the American Bar Association (ABA) and have a professional law degree (LL.B. or J.D.)ANDBar Membership:
Currently a member in good standing (as defined by the pertinent bar) of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. In addition to the basic requirements, you must also meet the specialized experience described below:
SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:
Providing legal advice and guidance to senior management, peers, and customers on various complex areas of law. Applicants must show demonstrated experience in, or are familiar with one or more of the following:
Federal procurement/contract law Federal environmental law and practices Experience advising on energy law and practice, including:
nuclear regulation; energy security; or national security Serving as a supervisor responsible for leading a team of attorneys and administrative staff Federal civilian personnel or labor law Federal administrative law Appropriations law And four years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work, plus one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled. Skill in preparing/reviewing nonstandard contractual language; preparing, approving, and/or ensuring legal adequacy and propriety of other contractual documents, delegations of authority, regulations, orders, licenses, and other legal documents, etc. Demonstrated experience providing legal representation in the development, implementation and management of major litigation, including the resolution of constitutional, statutory, regulatory, and policy issues Ability to lead and motivate individuals to achieve mission objectives; skill in coaching and mentoring staff to achieve desired results; ability to resolve conflicts, differences or problems among project/team members. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
