Supervisory General Engineer/Physical Scientist

As a Supervisory General Engineer/Supervisory Physical Scientist, you will:
Serve as a technical advisor on issues pertaining to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Perform Federal oversight any or all portions of the complete project life cycle-Preliminary Assessment, Immediate Attention Removal Action, Remedial Investigation/Feasibility Study, Proposed Plan, Records of Decision, Remedial Design, Remedial Action and Long-term Operation and Maintenance by planning, coordinating and establishing operating methods and procedures for accomplishment of project mission as needed. Perform supervisory obligations within the team, including Performance Agreements, employee training and qualification, development, and performance evaluations Recommend contracting strategies, serve on major source evaluation boards, apply and interpret appropriate contracting clauses, evaluate contractor performance, and support the contracting officer's representative in administering contracts Working and communicating with partnering agencies and organizations to coordinate and complete projects For the GS-0801, General Engineer, you must possess the following Basic Requirements:
A. Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Please see Education for the approved demonstrated backgrounds. For the GS-1301, Physical Scientist, you must possess the following Basic Requirements:
A. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the Basic Requirements described above, you must also meet the Specialized Experience Requirements described below. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
Prepared complex action plans and schedules for various phases of program accomplishment, both short and long-range; ensured that plans are consistent with Comprehensive Environmental Response Compensation and Liability Act (CERCLA), and/or Superfund Amendments and Reauthorization Act (SARA). Prepared recommendations for resource requirements to accomplish critical milestones and operational goals; negotiates with managers of various components of the Service to obtain needed resources and support. Conducted in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Assisted in preparing agency directives, issuance's, memorandums, service-wide policy statements, and other written guidelines and recommendations relating to the project. Established a system to review, control, and monitor program accomplishments. Conducted briefings and prepare comprehensive reports to keep managers or executives advised of program progress and to communicate findings and recommendations. Provided team leadership during strategic planning and analysis activities including performance measurement, process improvement in support of operational efficiencies, organizational design, workforce studies, and procurement. Ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions. Ability to lead staff by evaluating work performance and giving advice, counsel, and instruction on technical issues. Direct the work related to the oversight of all mission execution management programs and administer related contract/agreement. Experience refers to paid and unpaid experience.
